Labour market impact assessment (LMIA)  an ESDC document obtained by a Canadian employer in order to employ a foreign worker. A dual intent LMIA, to support both a work permit and a permanent resident status request. Canadian employers have a direct role in recruiting economic immigrants to fill vacancies on a permanent basis when there are no suitable Canadian citizens or permanent residents who can do so.
